The following surveys were conducted in 2018 and 2019 utilizing the Ferry Riders Opinion Group (FROG) survey panel made up of 25,000 ferry riders.

2019 WSF Winter Performance Survey

This survey was conducted in April 2019 and asked ferry riders for their input on WSF performance during the winter travel period (January 6 – March 30, 2019.)

2018 – 2019 WSF Customer Research Consolidated Report

This Customer Research Consolidated Report (pdf 5 mb) provides a summary of findings and highlights of each FROG survey report listed below. Each of the surveys took place during 2018 and the WSF Policy Study was conducted during January 2019.

2019 WSF Policy Study

This survey was conducted January 12 – January 28, 2019 with riders that had taken a Washington State Ferry in 2018. Questions focused on selecting a preferred funding source for long-term capital, passenger to vehicle fare increase differential, suggested service improvements, potential amenities desired and methods for encouraging walk-on behavior.

2018 WSF Summer Recreation Survey

This survey was conducted in October 2018 and asked ferry riders for their input on WSF’s performance during the summer period of June 24 – September 29, 2018.  Questions focused on:  rider’s summer travel activity, social and recreational travel experiences, customer satisfaction regarding terminal conditions, walk-on services, loading and unloading procedures, vessel conditions, and WSF website and telephone services.

2018 WSF Reservation Survey

This survey was conducted in July of 2018 and asked ferry riders for their input on WSF’s reservation system. Questions focused on: making a reservation, satisfaction with the reservation system, reasonableness of the reservation system, multiple reservations, no-show fees, terminal & phone staff satisfaction, worry level over losing reservation, and potentially offering Central Puget Sound reservations.

2018 WSF Winter Performance Survey

This survey was conducted in April of 2018 and asked ferry riders for their input on WSF performance during the winter travel period (January 7 – March 31,2018).

2018 WSF Freight Shippers Survey

This survey was conducted by phone, from May 14 – June, 2018 and focused on freight companies who use the ferry system.  The primary purpose of this survey was to gather data on their use of the ferry system as well as to gain insight into their opinions related to sailing schedules, ferry operations, fare levels, demand management, reservations, etc. 

The survey report (pdf 847 kb) was provided to the Commission at its July 17, 2018 meeting in Olympia along with a presentation highlighting the key findings (pdf 1 mb). (see pages 30-43).

2018 Statewide Assessment of WSF

This survey was conducted to understand how three distinct groups:  East side of Puget Sound, West side of Puget Sound and residents living in non-Puget Sound areas utilize the ferries. It was conducted June 1-20, 2018 via the Voice of Washington State (VOWS) online panel representing residents from across the state.
