Tolling Technology Pilot

The 2025 Washington State Legislature directed the Commission to carry out a tolling technology pilot that will assess the viability and accuracy of advanced toll payment technologies that may increase the ease of paying tolls for drivers and reduce the costs of toll collections in the future. The pilot will operate from September through November. A final report of findings and recommendations will be submitted to the Legislature in January 2026.

2025 Tolling Technology Pilot

The pilot will test and evaluate new toll technologies for toll payments that do not require the significant on-road equipment we use today to read toll tags.  New technologies utilizing GPS and smartphone apps are expanding opportunities to reduce the tolling footprint on the road and provide consumers more payment options.

The Commission will utilize the findings and insights from the pilot to advise the Legislature on the potential for advancing toll technologies that will support accurate, dynamic, and user-friendly tolling in our state.

The technology being tested in the pilot is provided by Carma Technology Corporation. Using the smartphone app “GoCarma,” participants will create an account to test the toll payment technology while driving on the SR 520 Bridge.

Note: An independent professional services firm (consultant) contracted by the Commission will conduct the pilot research and produce a final report of findings. 

Frequently Asked Questions

The Commission is managing and directing the pilot in coordination with the Washington State Department of Transportation. The Commission has contracted with CDM Smith, a consulting firm who will oversee the pilot design and implementation, under the Commission’s direction.  The toll payment technologies being tested will be provided by Carma Technologies who will administer the GoCarma smartphone app.

The results of the pilot will be provided to the Washington State Legislature by February 2026 for their consideration and further direction on potentially implementing new toll payment technologies on our tolled facilities.

No, this pilot is a simulation of the technology and no real cash will be collected.  Participants will continue to pay tolls via their existing Good To Go! Account.
