Toll Exemptions for All Tolled Facilities

A toll exemption means qualifying vehicles do not have to pay a toll for use of the specified facility. The Commission sets exemptions for tolled facilities and prioritizes applying exemptions consistently across all facilities.

The following vehicles shall qualify for toll exemptions, further described below*. Visit WSDOT’s toll exemptions and discounts page to learn more about how to apply for an exemption.

High Occupancy Vehicles (HOVs) including motorcycles I-405 and SR 167 ETLs

  • “Authorized emergency vehicle” means an on-duty vehicle of any fire department, police department, sheriff’s office, the Washington State Patrol, ambulance service, public or private and which is equipped with emergency lights and siren and used to respond to emergency calls.
  • “High Occupancy Vehicles (HOVs) including motorcycles” as defined further on the I-405 & SR 167 Express Toll Lanes Toll Rates and Policies page and WAC 468-510-010.
  • “Highway or transit operating and maintenance vehicle” means a vehicle assigned to operate or maintain the toll facility, including incident response vehicles, transit service supervisor or maintenance vehicles, and agency tow trucks.
  • “On-duty” means the vehicle is operating in an official capacity.
  • “Passenger motor vehicles licensed for ride-sharing” as defined in RCW 46.18.285.
  • “Privately owned and operated passenger bus” means: (a) A vehicle with a carrying capacity of 16 or more persons, including the operator, which must be clearly marked or identified to display the business name and/or logo on the driver and passenger sides of the vehicle; operate on a fixed schedule and fixed route, serve the public and/or employees, and meet the annual certification requirements of the department; and (b) privately owned and operated passenger buses designed for carrying 10 or more persons, including the operator, with an elevated passenger deck located over a baggage compartment, including charter buses, which serve the public on a regular schedule and on a continuing basis.
  • “School bus” means a vehicle with a seating capacity of more than 16 persons, including the driver, regularly used to transport students to and from school or in connection with school activities.
  • “Tow trucks” as authorized by the Washington State Patrol responding to clear vehicles from the toll facility.
