The Commission has issued its toll rate proposal (see below) as it advances its process for toll rates and policies for the new SR 509 and SR 167 Expressways, referred to collectively as the Puget Sound Gateway Program. Toll rate proposal
The Commission’s toll rate proposal for the new SR 509 and SR 167 Expressways includes the elements outlined in the table below.

- Rates would vary by time of day and direction of travel on both expressways for two-axle vehicles such as passenger vehicles, delivery vans, and pickup trucks. An additional $2 would be charged to drivers without a Good To Go! account.
- Vehicles with three or more axles include semi-trucks, vehicles towing a trailer, and large buses.

Pending for 2026: System-wide Low-Income Discount Program
The Commission has directed the development of a low-income tolling program where qualifying drivers could receive a toll discount. The program will be developed over the next year, with targeted implementation in late 2026.
Low-income discounts will be phased in, starting with new tolled facilities, specifically the SR 509 & SR 167 Expressways. Offering low-income discounts on existing tolled facilities will be looked at in the future as the Commission considers future toll adjustments on them.
Overall schedule for toll setting
- Late March-early April 2025: Public outreach on general toll changes under consideration, which included an online open house and two virtual public input meetings.
- April 2025: The WSTC selected its final toll rate proposal for the Puget Sound Gateway Expressway facilities.
- June 2025: The Commission will hold a final hearing to adopt toll rates and policies for the Puget Sound Gateway Expressway facilities.

About the project
Tolling on the first mile-long segment of the SR 509 Expressway will begin in October 2025, with the remaining two miles of the expressway scheduled to open to traffic in 2028. Tolling on the first two miles of the new SR 167 Expressway will begin in December 2026, with later segments opening between 2027-2030.
