Tolling Level 3 Traffic & Revenue Study

The Commissions directed a level 3 study on four toll rate scenarios to estimate traffic and revenue impacts of each. A briefing will be provided covering the scope and approach of the study and the results which will inform toll rate setting.

Assessing Tolling Capacity for IBR Program Financing

Ethan Pendlebury, Debt Manager, Oregon Department of Transportation
The Oregon Department of Transportation’s municipal advisor and the Washington State Office of the State Treasurer assessed the ability of toll rate scenarios under consideration by the Commissions to meet financing requirements. An overview of the assessment and results will be provided.

Assessing Possible Toll Discounts & Exemptions

The Commissions directed an assessment be conducted on the potential impacts and considerations surrounding possible toll exemptions and discounts. Results of the assessment will be provided.
