Revising the Toll Setting Process
Presenter: Aaron Halbert, Financial Analyst, Washington State Transportation Commission
In 2025, the Legislature enacted a law exempting the Commission’s toll rate setting process from the Administrative Procedure Act and directed a new process be established by the Commission. In February, the Commission issued its proposed new toll rate setting process for public review.
Today is the final hearing on this matter and the Commission is expected to adopt a new toll setting process.

While the State of Washington does not operate a transit system, WSDOT is involved in administering grant programs and other efforts that support transit systems across the state. An update will be provided on the breadth of public transportation work going on within WSDOT.

The latest quarterly transportation revenue forecast results were released in February 2026. An overview of the forecast will be provided with a focus on ferry fare revenues.

Update on State Safety Trends and Target Zero Implementation

An overview of the Washington state traffic safety trends will be provided, along with an update on the state’s Target Zero Plan implementation, improving safety for all road users, and working to reach the goal of zero traffic deaths and serious injuries by 2030.

Lower Snake River Dams Transportation Study Update

In 2023, the Legislature directed WSDOT to conduct an analysis of highway, road and freight rail transportation needs, options and impacts from shifting the movement of freight and goods that currently move by barge through the lower Snake River dams to highways, other roads and rail. This presentation will provide an update on this study which is estimated to be completed later this year.

Update on I-405 / SR 167 Express Toll Lane Rate Setting

Oregon Department of Transportation’s Road Usage Charge Program Update
Presenter: Scott Boardman, Innovative Programs Policy Advisor, Oregon Department of Transportation
The State of Oregon is transitioning from a voluntary pay-by-mile program to a mandatory, phased-in Road Usage Charge (RUC) program for electric and high-efficiency vehicles. The Oregon Department of Transportation will provide an overview of changes to the “OReGO”program and discuss broader updates to transportation funding.
