Southwest Regional Transportation Issues: The Big Picture

The Southwest Washington RTPO serves as the areas regional Metropolitan Planning Organization (MPO) and is the lead agency for transportation planning in Grays Harbor and four surrounding counties (Cowlitz, Lewis, Pacific, and Wahkiakum).

Public Transit Issues, Challenges, and Successes

Presenter: Ken Mehin, Director, Grays Harbor Transportation Authority

The Grays Harbor Transportation Authority (GHTA) is located in the southwestern portion of Washington State. The service area surrounds Grays Harbor and stretches to the Quinault Indian Reservation and into Olympia. The Commission will learn how GHTA has been impacted by and responded to the COVID-19 pandemic, as well as contingency planning for disasters, outside of the pandemic.

Grays Harbor is the gateway to Washington’s scenic coast and home to the only coastal deep seaport in Washington. The Commission will be briefed on the issues and the strategies the County is using to address their unique challenges.

The Ocean Shores community was platted over 50 years ago. The transportation network has not changed but the community needs have. The Commission will be briefed on impacts to the transportation system from increasing population and climate change.

Greater Grays Harbor, Inc serves as a regional economic development council and regional chamber of commerce for Grays Harbor County. The Commission will learn about the surge in popularity of coastal tourism centers and the impact on economic growth and development.

Port of Grays Harbor Issues, Challenges, and Successes

Presenter: Gary Nelson, Executive Director, Port of Grays Harbor

The closest US mainland port to the Pacific Rim, the Port of Grays Harbor is a diversified export gateway for US grown and made products. The Commission will learn about the Port’s capacity, traffic, efforts to improve access into and out of the port.

Quinault Indian Nation Transportation Issues, Challenges, and Successes

Presenter: Julie Burnett, Community Services Director, Quinault Indian Nation

The Quinault Indian Nation (QIN) consists of the Quinault and Queets tribes. The Commission will learn about the QIN’s road program, and issues being faced, including impacts of climate change.

State Route 109 and State Route 115 Issues and Challenges

Troy Cowan, Assistant Region Administrator for Maintenance and Operations, Olympic Region, Washington State Department of Transportation

State Route (SR) 109 and SR 115 are the main highways in and out of Ocean Shores and the surrounding communities. In recent years, the roads have been closed due to significant landslides, likely to increase over time due to climate change and geological activity. The Commission will be briefed on the challenges this presents and the concerns of impacted communities.

US 12 Highway-Rail Separation Project

Presenters: Rick Sangder, Director, Public Works, City of Aberdeen
Debra Seeman, Consultant Team Project Manager, David Evans and Associates

US 12 serves as the primary route to the coastal communities on the Pacific Ocean and Olympic Peninsula. In Aberdeen, it is the arterial road for local residents, businesses, and moves freight and goods to and from the Port of Grays Harbor. The Commission will be briefed on a grade-separation project that will allow the nearby Port of Grays Harbor to continue to expand their freight operations and minimize impacts to the surrounding transportation system.

Regional Trail Update

Trails throughout Grays Harbor share scenic vistas and pristine environments. The Commission will learn about an effort to connect individual trails into a county-wide system.
