Regional Transportation Overview: The Big Picture
Presenter: Hugh Conroy, Director of Planning, Whatcom Council of Governments
Whatcom County is as diverse as any in Washington. Bellingham is the 10th largest city in Western Washington, with a population over 90,000. Farms and forests dominate the rural landscape. Traffic across the Canadian border impacts transportation throughout the county, and one community can only be reached by traveling through Canada.

Getting Around Without a Car: Whatcom Transit Authority
Presenter: Pete Stark, General Manager, Whatcom Transportation Authority
Whatcom Transit provides fixed route, paratransit, zone service, and a vanpool program throughout Whatcom County, including a successful partnership with Western Washington University.

In addition to the travel options provided by Whatcom Transit, residents of Bellingham and Whatcom County have multiple ways to get around without a car. Whatcom Smart Trips promotes walking, bicycling, sharing rides, and riding the bus. Bellingham has invested in excellent bicycle and walking paths, and the North Sound Transportation Alliance has enhanced transit connections between Whatcom County and destinations to the south.

Regional Coordination of Cross-Border Transportation Planning

Traffic at the border in Blaine ranks in the top five busiest U.S.-Canada border crossings nationally. Over 50 organizations participate in the International Mobility and Trade Corridor (IMTC) Program. Led by the Whatcom County of Governments, the IMTC supports improvements to safety, mobility, and security for the Cascade Gateway for the five-land border ports-of-entry connecting Western Washington State and Lower Mainland British Columbia.

SR 20 Memorial Highway Naming – ACTION
Presenters: Chad Clark, Undersheriff, Skagit County
John Batiste, Chief, Washington State Patrol
The Skagit County Sheriff and citizens of Skagit County have proposed honoring two law enforcement officers who died in the line of duty. Resolution 739 proposes to name SR 20 from mileposts 90 to 105 for Skagit County Sheriff Deputy Al Hultgren. Resolution 740 proposes to name SR 20 from mileposts 52 to 59 for Washington State Trooper Thomas Hendrickson.

City of Bellingham Transportation Challenges and Successes

Chris Comeau, Transportation Planner, City of Bellingham
The City of Bellingham will share information and perspectives on the transportation challenges it is facing currently, including how the pandemic is affecting transportation patterns and funding. The City also will brief the Commission on its successful multimodal transportation planning program, its climate protection work, and provide a virtual tour of some of its successful transportation projects.

Whatcom County will share information and perspectives on the transportation challenges it is facing currently, including how the pandemic is affecting transportation patterns and funding. The County also will brief the Commission on its multimodal transportation improvements, climate protection projects and the challenge of re-capitalizing the County Ferry System.

Matt Mullett, CEO, All-American Marine
The City and the Port of Bellingham have embarked on a long-term project to redevelop and revitalize its waterfront following the departure of a major industry. This panel will discuss the work the city and port have done and plans for the future. All-American Marine has built vessels for King County and Kitsap Transit amongst others. The Port also operates Bellingham International Airport, which provides regular service to Alaska, Arizona, California, and Nevada.
