Rule making

Agency rules are known as Washington Administrative Code (WAC) and each state agency adopts rules to implement state and federal laws. The laws guiding rule making are found in the Administrative Procedure Act, chapter 34.05 RCW .  Information on all upcoming hearings and rule-making activity is posted on the Commission’s home page under “pending actions.”

WSDOT supports the Transportation Commission’s rule making process and both agencies are committed to developing and adopting rules that are necessary, fair, understandable, and consistent. The Business Support Services Division is the official WSDOT and WSTC liaison with the Office of the Code Reviser and the Joint Administrative Rules Review Committee (JARRC).

All proposed, emergency, amended, new, or repealed rules are filed with the Office of the Code Reviser. These are published twice a month in the Washington State Register (WSR). If you would like to receive WSDOT and WSTC Washington State Register filings, please email the WSDOT Rule Coordinator with your name, email address, mailing address and specify if you would like a hard copy or an electronic copy.
