OLYMPIA -- Tribal consultation, tolling, naming of transportation facilities, and the latest performance measures report for the Washington State Department of Transportation (WSDOT) will be discussed by the Washington State Transportation Commission when it meets next week in Olympia. The Commission’s monthly meeting starts at 9 a.m. on Tuesday, July 17, and reconvenes at 9 a.m. on Wednesday, July 18. The meeting will be held at the Transportation Building, Commission Board Room, 310 Maple Park Avenue SE, Olympia, and is open to the public.

On Tuesday, WSDOT staff will present to the Commission a new model for the state’s tribal consultation process. These process guidelines will come into play when federally-funded transportation projects go through environmental review as part of the National Environmental Policy Act requirements. WSDOT Tribal Liaisons worked with project teams and 27 of the 29 federally recognized tribes in Washington to develop this process. WSDOT plans to make the model available this summer and begin staff training this fall.

The Transportation Commission will be briefed on current public/private partnership activities and projects at WSDOT. This segment will include a discussion of Phase Two of the Transportation Commission's Statewide Tolling Study. This second phase of the study was funded during the last legislative session, and is intended to apply the policies outlined in the initial study to the statewide highway system.

The late Senator Bob Oke, who represented the 26th District and was a strong supporter of the new Tacoma Narrows Bridge project, will be formally honored by the Transportation Commission on Tuesday. Also on Tuesday, Commissioners will formalize their naming policy for transportation facilities. Following, the Commission will consider two facility naming proposals: A portion of State Route (SR) 113 in Clallam County as the “Korean War Veteran’s Blue Star Memorial Highway”; and the Clinton Ferry Terminal as the “Jack Metcalf Ferry Terminal.” The Korean War Veteran’s highway naming is being proposed at the request of the Legislature (House Joint Memorial 4017). The Clinton Ferry Terminal naming was requested by several members of the Legislature, including transportation leaders.

Wednesday’s meeting will open with the last Secretary’s Report delivered by retiring Transportation Secretary Doug MacDonald, who will leave WSDOT at the end of this month. WSDOT staff will then present the March 31 quarterly performance report, known as the Gray Notebook. This edition includes annual performance reports for aviation, highway maintenance, and freight. In addition, the Gray Notebook provides quarterly reports on project delivery, worker safety, workforce levels and training, highway safety, incident response, travel information, rail, and ferries.

On Wednesday afternoon, the Commission will hold a workshop to begin the process of setting toll rates in conjunction with the SR 167 HOT Lane Toll project. The SR 167 HOT lane project is a four-year pilot project that will convert nine miles of high-occupancy vehicle (HOV) lanes to high-occupancy toll (HOT) lanes on SR 167 between Renton and Auburn.
