Transportation Commission to Discuss Hood Canal Bridge, Rail, and Tolling

OLYMPIA – The Washington State Transportation Commission will discuss reports on some key topics when it meets next week in Olympia. Included are reports on the Washington State Department of Transportation’s (WSDOT) actions concerning the Hood Canal Bridge graving dock, and an interim report regarding rail capacity and system needs. The Commission will also discuss potential policy recommendations on tolling in light of a recently completed public attitude survey.

The Commission’s monthly meeting starts at 9 a.m. on Tuesday, May 16, and reconvenes at 9 a.m. on Wednesday, May 17. In addition, the Commission’s work team for the Washington Transportation Plan will meet on Thursday, May 18, at 8:30 a.m. All meetings will be held at the Transportation Building, 310 Maple Park Avenue SE in Olympia, and are open to the public.

On Tuesday, Secretary of Transportation Doug MacDonald will present to the Commission the Department’s response to a request by Governor Gregoire to recount the Port Angeles graving dock experience and the lessons to be learned from it. The full report will be available on WSDOT’s Web site after the May 16 Commission meeting.

Also on Tuesday, the Commission will consider potential policy options for the state’s role in freight and passenger rail in Washington. An interim report will be presented, which will include descriptions of freight and passenger rail systems in the state, and the role of freight rail in the state’s economy. The Commission recently held a series of Listening Sessions with stakeholders in various cities across the state. The key issues and areas of opportunity that came out of those sessions will be discussed. The Commission will provide the Legislature with its final report and recommendations in December 2006. On Wednesday, the Commission will review the latest “Measures, Markers and Mileposts,” the Washington State Department of Transportation’s (WSDOT) quarterly performance and delivery report. This report is for the first quarter of 2006, and will provide an update on freight mobility; safety rest area conditions; aviation program performance; and a post-winter report on highway maintenance.

In addition, the Commission will continue its work developing policy recommendations as part of a statewide tolling study. The Commission will review the interim report issued in January in light of responses received from a recently completed public attitudes survey on tolls. The full results of the public attitude survey are available on the Commission’s Tolling web page. The study’s final report and recommendations will be submitted to the Legislature later this year.
