OLYMPIA – Carol Moser (Richmond) will join the Washington State Transportation Commission as its newest member when the Commission meets next week in Olympia. As a city councilwoman, Moser brings a local government perspective to the Commission. She has served on the Regional Transportation Planning Organization, the Ben-Franklin Transit board, and on the state’s Freight Mobility Strategic Investment Board. Moser fills the Commission membership position formally held by Karen Bonaudi (Moses Lake).

The Commission’s three-member Tolling Team will hold a work session on Monday, January 16, from 3 to 5 p.m. (Persons planning to attend the work session will need to contact the Commission Office by Friday, January 13 to make arrangements, as January 16 is a state holiday and the Transportation Building will be closed). The Transportation Commission’s monthly meeting begins at 9 a.m. on Tuesday, January 17 and reconvenes at 9 a.m. on Wednesday, January 18. It will be held at the Transportation Building, 310 Maple Park Avenue S.E, Olympia, and is open to the public.

During Tuesday’s meeting, the Commission will consider approval of the draft interim report for the statewide Comprehensive Tolling Study. The goal of the study is to develop a policy framework for when, where and how tolls may be used for transportation projects in Washington. If approved, the interim report will be forwarded to the legislature for consideration. A final report with the Commission’s recommendations will be delivered to the legislature in June 2006. Also on Tuesday, the Commission will begin a rail capacity and systems needs study that will develop recommendations that outline and define the role of the state regarding railroad investments. In December, the Commission hired the consulting firm Cambridge Systematics to carry out the study. A final report is due to the Legislature in December 2006. On Wednesday, the Commission will hear presentations from representatives of both the freight and passenger rail industry. The Commission will seek expertise and perspectives from rail service providers and other rail-dependent industries throughout the year as it continues its work on the Rail Study and development of policy recommendations. Also on Wednesday, staff of Washington State Ferries will give a status report on the work of the Ferry Tariff Policy Committee. This briefing is in preparation for possible fare adjustments in the coming months. The Tariff Policy Committee is made up of ferry users, transit providers, and Legislators, all appointed by the Transportation Commission.
