OLYMPIA – Next week in Olympia, the Washington State Transportation Commission will continue work towards developing rules for public/private transportation partnerships, and completing statewide studies on rail and tolling feasibility. Meetings will be held at the Transportation Building, 310 Maple Park Avenue S.E, Olympia, and are open to the public.

The Commission will break into small work teams on Monday, October 17, to continue efforts toward developing rules and guidelines for the new Transportation Innovative Partnerships program (1 – 3 p.m.), and finalizing a scope of work for the Rail Study, which looks at rail capacity and needs in the state (3 – 5 p.m.). The Commission’s regular monthly meeting begins at 9 a.m. on Tuesday, October 18 and reconvenes at 9 a.m. on Wednesday, October 19.

On Tuesday, the Commission will hold a work session for the statewide tolling feasibility study. The Commission hired Cambridge Systematics, Inc., with technical services provided by the Washington State Department of Transportation, to develop policy framework recommendations to aid decision makers in determining if, where, when and how tolling might be used in Washington State. This agenda item will include a report on other states’ experience with social equity issues and public attitudes towards tolling. A preliminary report is due to the Legislature in January 2006. On Wednesday, the Commission will consider a resolution to change the name of the Megler Safety Rest Area to “Dismal Nitch” in conjunction with the Lewis and Clark Bicentennial Commemoration. The rest area is located on State Route 401 in Pacific County within the larger boundary of a unit of the Lewis and Clark National and Sate Historic Park called “Clark’s Dismal Nitch.” William Clark, in his diary, termed this area a “dismal nitch” while pinned down by weather on November 10 – 14, 1805. The Commission has named many statewide transportation facilities, and will consider requests when there is demonstrated public support for the naming.

Also on Wednesday, following the regular meeting, members of the Commission’s work team for the Washington Transportation Plan will meet (2:15 – 4:15 p.m.) as they progress toward developing a draft of the 20-year statewide transportation plan. A draft plan is scheduled for distribution and public comment by early 2006.
