Tolling Study, Part 1
The Legislature provided the Commission with funding and a mandate to conduct a comprehensive tolling study - ESSB 6091, Section 206 (pdf 222 kb). To ensure the Commission is able to focus and remain fully engaged throughout the course of this effort, the Commission appointed three of its members to serve on a team that is responsible for overseeing the detailed implementation of this study.

This is the final report
of the Commission's comprehensive
tolling study. It was presented
to the Commission at their
September 2006 monthly
meeting in Olympia. The
report presents the following
information: the Commission's
eight proposed policy recommendations;
background information
on tolling; a discussion
on if, where, when, and
how to toll in Washington
State; a discussion on
legal issues we face in
trying to do tolling in
this state and a proposed
implementation plan to
overcome identified obstacles;
and a proposal for near-term
action items to get tolling
off the ground.

This report was issued on April 11, 2006 and reflects the findings of a statewide survey aimed at gathering the public's views and opinions on tolling and general transportation issues.

Tolling Study, Part 2
The 2007 Legislature directed the Commission to do a second phase of the tolling study aimed at providing more detail on possible tolling project candidates statewide. The specific mandate was as follows:
2007-2009 Transportation Budget - ESHB 1094, Section 206:
“…(3) The commission shall conduct a planning grade tolling study that is based on the recommended policies in the commission’s comprehensive tolling study submitted September 20, 2006.”
Further direction was given in the Transportation Budget Notes – Agency Detail document:
“…3. Continuation of Tolling Study - Funding is provided for more detailed modeling of tolling options on specific routes and structures. The Commission shall contract with the WSDOT Economic Partnership Program to develop tolling scenarios."
The Part 2 Tolling Study is now complete and the final report was adopted at the February Commission meeting is below. This report identifies 28 potential tolling projects statewide that could be carried out over the next 20 years. The Commission also offers six recommendations in this report that are considered to be in addition to the eight policy recommendations contained in the Part 1 Tolling Study report.
